鱼台县素有“鱼米之乡、滨湖水城”的美誉，位于山东省西南部，北 依泰山，东临微山湖，南与江苏、安徽两省接壤，西靠牡丹之乡菏泽，全 县654平方公里，人口48万，辖8镇1乡，2个街道办事处，392个行政村。

鱼台地理位置优越,紧靠京沪、京九、新石铁路和京福、日东高速公 路。北距济宁机场30公里，南距徐州观音机场100公里。正在建设中的济 徐、跨湖高速纵横贯通全境、京杭大运河穿境而过，千吨级船舶可直达苏 杭。

Yutai County always has the good reputation as “A town famous for fish and rice, a town near the lake and rich in water”,which is located in the southwest of Shandong Province, Mountain Tai in the north, Weishan Lake in the east, Jiangsu Province and Anhui Province on the south and “the hometown of peony” HeZe City in the west. The county has an area of 654 square kilometers, a population of 480,000. It administrates 8 towns, 1 countyside, 2 park offices and 392 administrative villages. Yutai County has geographical advantages. It is near the Jing-Hu,Jing-Jiu and Xin-Shi Railways and Jing-Fu,Ri-Dong.

Highways. Jining Airport which is 30 kilometers away in the north and Xuzhou Guanyin Airport 100 kilometers away in the south. The Ji-Xu Highway and The Cross-Lake Highway under construction go through the whole territory in length and breadth, and the Jing-Hang Canal by which kiloton-class ships can reach Suzhou and Hangzhou directly passes across the border .

矿产资源：煤炭地质储量48亿吨，探明储量5.4亿吨，目前共有4座矿井，3座投产矿井年煤炭产量为400万吨，以气煤、焦煤、肥煤为主，4座矿井全部达产后，年产能力约700万吨，属济宁市煤盐化工的重要基地；钠盐资源丰富，地质储量310亿吨。

Mineral resources： the geological reserve of coal is 4,800,000,000 tons, reserve explored is 540,000,000 tons. There are four mines, three of which have an output of 4,000,000 tons/year, mainly about gas coal,coke coal,rich coal. After all of the four mines reach the quantity, the annual production capacity will be around 7,000,000 tons and then they will prove to be the important base of coal industry in Jining City. Yutai County is rich in sodium salt, with a geological reserve of 31,000,000,000 tons.

水资源：境内大小河流17条，承接苏鲁豫皖四省交界处17个县区的地上客水，地表水面积达40万亩，河流可利用水720万立方米，地下水平均补给量8108万立方米，微山湖可利用水20多亿立方米，水质符合生产生活用水标准。

Water resource: there are 17 rivers across the whole county, which connects the ground water of 17 counties on the border offour provinces of Su, Lu, Yu, and Wan. The surface area of groundwater is 66,000 acres . The water available of the rivers is 7,200,000 cubic meters. The complementing amount of the underground water is 81,080,000 cubic meters. The usable water of Weishan Lake is more than 2,000,000,000 cubic meters. The water quality has reached the criteria of industry use and living standards.

以提高资源综合效益为目标，实现由煤电为主导的产业结构向多元化的产业结构转变。坚持循环经济的发展理念，搞好煤炭精深加工，拉长产业链条，兴办新型制造业项目、化工项目，形成集煤炭、热电、焦炭、化工、制造业于一体的产业体系。现已形成400万吨煤炭，90万吨焦炭，40万吨烧碱，40万吨PVC的生产能力。

Huxi Industrial Park of Yutai County is located in the town of Laozhai known as "coal town" in the east of Yutai. The town of Laozhai is adjacent to the west bank of Weishan Lake. The park mainly relies on advantageous resources of DaizhuangshengJian Huxi Coal Mine with the annual output of 300,000 tons and Shuanghe Mine under construction with annual output of 1.5 million tons.The area planned of this park is 825 acres,This park is a large-scale comprehensive industrial park the fine coal washing, coal chemical industry, coal alkali, thermal electricity and coal machine services blended together.

The park has very advantageous location, the Ji-Xu Road goes through vertically and the Jing-Hang Canal passes across the county, Dongbian River,Dongyu River,Fuxin River,Sulubian River and so on are dotted,where k i l o ton-class s h i p s can r e a c h Suzhou and Hangzhou. These projects above-mentioned have been settled successfully in the park, which is bound to bring a Significant role in promoting the industrial assembly and construction of projects in the park.

鱼台历史文化悠久，鱼米之乡特色突出，旅游资源得天独厚，遗有鲁隐公观鱼台、春秋诸候会盟处、古旧城海子、古汉墓群、汉画像石、孔庙大殿等众多文物古迹。孔子七十二贤中的“三贤”闵子骞、樊子迟、宓子贱，三人相距不过五里，故称“五里三贤”。鱼台地处微山湖畔，境内河流水泊众多，京杭运河、生态湿地等水乡风貌独特，极具旅游开发价值。

为进一步扩大招商引资，鼓励和吸引外来投资者到鱼台投资兴业，依据国家和省、市有关精神，结合我县实际，特制定以下暂行规定。

第一条：项目标准

1、项目符合国家产业政策和环保要求，且在鱼台工商、税务部门登记注册；第一、二、三产业项目固定资产投资额不低于500万元、1000万元和300万元的项目。

其中，进入县经济开发区的工业项目，固定资产投资额不低于1000万元，且亩均投资强度不低于120万元，高新技术项目年亩均税收不低于10万元，其他工业项目年亩均税收不低于6万元。

2、供地管理部门。在县内投资兴建的一、二、三产业项目需要使用土地的，由县国土资源管理部门代表县政府实行统一征用和供地，并根据城市规划对土地实行统一管理。

3、供地方式及使用制度。按照土地所有权和使用权相分离的原则，投资者可通过出让、转让、租赁等方式取得土地使用权，结合国家规定和鱼台实际，使用期限执行国家规定标准，按照有偿使用土地的原则，一律按照国家规定的最低保护价，采.........

4、奖励政策。按有关法律规定和程序一次性交齐出让金后供地，并根据项目性质、投资规模、投资强度和出让收益情固定资产投资500万元及以上不足1000万元的项目，每亩补助6万元；1000万元及以上不足5000万元的项目，每亩补助7万元；5000万元以上的项目，采取“一事一议”的方式确定补助金额.

固定资产投资1000万元及以上不足3000万元的项目，每亩补助6万元；3000万元及以上不足5000万元的项目，每亩补助7万元；5000万元以上的项目，采取“一事一议”的方式确定补助金额。

（3）商贸、物流、文化、旅游等三产项目固定资产投资300万元及以上不足1000万元的项目，每亩补助6万元；1000万元及以上不足3000万元的项目，每亩补助7万元；3000万元以上的项目，采取“一事一议”的方式确定补助金额。

5、投资项目必须按合同规定如期动工建设。依法取得土地使用权的投资者，要按照项目建设合同中规定的期限及条件投资开发利用土地，因自身原因未能按照合同的规定期限如期完成的，延长一年则取消前两年享受的优惠政策期限，超过合同规定的建设期限二年未投产的，无偿收回土地使用权及地上建筑物。投资者在签订合同前，按照投资总额的1%交纳投资保证金，专户储存，项目建成投产后退还，否则不再退还。

6、增值税。凡符合招商项目标准，自投产之日起，前3年按所缴纳的增值税由同级财政按地方留成的30%奖励给企业。

7、所得税。凡符合招商项目标准，自投产之日起，前3年按所缴纳的企业所得税地方留成部分由同级财政全额奖励给企
业。

8、营业税。凡符合招商项目标准，前2年按所缴纳的营业税地方留成部分由同级财政按30%标准奖励给企业。

9、已享受本政策规定以外土地出让等优惠政策的项目除外。

10、凡符合招商项目标准的，项目单位提供全部资料，由项目单位和县行政审批服务中心实行并联审批和缺席默认制度，代办项目立项、环评、规划选址、土地使用、工程施工许可、工商登记、企业代码、税务登记、供水、供电等相关手续，实行涉及的行政事业性收费，由县行政审批服务中心全权负责，上缴国家和省、市的收入按最低标准收取，县级行政性收费实行
“零收费”制度，服务性收费按最低标准收取。

12、实行进区检查准入制度。严格落实《鱼台县委、县政府关于优化发展环境的意见》，真正做到亲商、敬商、安商、富商。除环保、安监、节能、消防部门外，全县执纪执法部门到“一区两园”检查的，须事先向县投诉中心或园区管委会提出书面申请，经同意后，方可进区检查，否则，不得以任何理由到企业检查。

13、实行涉企收费一费制制度。对来鱼台投资兴办的企业，凡有收费的单位，按照县规费管理办公室核定的标准，每年分4月初和10月初两次收缴，没有特殊原因，其他时间不再收缴任何费用，否则，县纪委、审计、财政、物价等部门将对其查实并依法处理。

14、实行客商投诉必查制度。县投诉中心和行政审批服务中心全天候为客商服务，对客商投诉，做到有诉必查，有查必果；所有投诉案件在3个工作日内给予受理，7个工作日内将办理结果答复投诉人；所有查实案件，一律严惩重处，并对有关当事人进行公开曝光。

15、实行领导包保制度。凡引进的项目，引资单位主要负责人为包保责任人，指派专职人员服务；固定资产投资在1亿元
以上的项目，明确一名县级领导作为包保责任人。

16、由县督查考核委员会办公室负责统一管理，相关部门配合，进行政策兑现。

17、“高大外”项目（高新技术项目、重大项目和利用境外资金项目）“一事一议”。

18、本规定由县督查考核委员会办公室、投资促进局负责解释，从颁布之日起执行。此前项目继续按鱼台县原出台的文件
